Yesterday, on a French forum, I saw a person who also couldn't launch Galactic Adventures, because of a problem with EA by seeing some information on the Internet, and that it affects some people:
It's an issue with how the EA App treats GA.
GA is techincally a separate game (DLC), but the EA Desktop app instead thinks of it as an addon to Core Spore, and so tries to "patch" Core Spore to become GA.
It does not succeed, for obvious reasons.
Anyway, I've heard that using the Spore ModAPI Launcher Kit actually can fix the issue due to how that handles Origin Spore and by extension the EA Desktop app, but that was a while ago, and I'm not sure if things have changed or not now.
And:
When you press play on Galactic Adventures, you will always be redirected to the base version of Spore. Spore is a very old game, and its expansion "Galactic Adventures" is an expansion pack with its own unique executable file.
The problem is that the game redirects you to the base version of Spore via the EA app. The team has not defined the correct executable to launch. This should be a relatively simple fix (the one you tried from SporebinEP1).
It doesn't help that both executables have the exact same name.
But it seems very recent, because when I replayed the game, I noticed
that "Galactic Adventures" was no longer written below SPORE, on the title screen! I hadn't played it for 2 weeks, but it hadn't done that before.
I still have my Galactic Adventures, I don't know if the disk version is a little affected by this problem too.

EDIT: By the way, the title ''Galactic Adventures'' is still there, I noticed it when I removed DI, so it's DI that removes it! Why?
But I don't know why when I sometimes install or uninstall mods, the EA/Spore intro skips when I start the game!
Why does it do that?
I'm French, sorry if there are sentences or words that may seem confusing once translated, or other errors...
I play the game disk version, on Windows 7.
I have all the game's expansions and it is up to date.
I have Spore Hero too.
