Stages

Mostly been trying to scour the internet for kind of anything, and tbh gave me some thoughts.
I remember there was like some mod (unreleased) back in 2015 with the person stating that they were gonna make the aquatic life stage.
It has been like 7 to 9 years now, and looking back on that now, there is thought.

Would it be possible today for someone to make the life stage, or would it not still?
