Unfortunately, no. Tribes aren't supposed yet by the Spore ModAPI Launcher Kit, so there isn't really anything I can do to make them work in the tribal stage yet

Yep, I can confirm it. The rar files are broken.

I'm not an expert but I think that you would have to make that new stage almost from scratch. And for that, you would need good coding skills. And a lot of time. And probably a team (preferably a bigger one) to finish in... I don't know, a year.
