2. Despite them doing this before, Maxis and Electronic Arts never offered it and probably never will.

3. It's not a mod, nor an advertisement for something else.

4. It's not new, but it's on a much bigger scale.

5. It may not be a big deal, but it will be something spectacular. (Wait, that's a hint?)

Hmm... I only really have one guess, and that guess is that you can beam down to a planet's surface ala Galactic Adventures. Of course, the photo may have been taking in Galactic Adventures' adventure creator... but that maggot looking thing looks pretty new...
