How Can I Create New Space-stage Tools/Abilities?

Okay, so I recently downloaded Sporemaster 2.0 Beta, and I've already learned (to some extent) how to Mod things in Spore. But I don't seem to be able to figure-out how to create new space-stage tools though.

So, how can I create new space-stage tools/abilities?

In fact, how can I make other new stuff? (Like creature abilities, spices, rares, etc.)

best thing would be to open a mod that already does that and work from there.

What I'm wanting to make isn't too unusual, so it shouldn't be hard.
